NITA’S COMMENTS ON METROPOLITAN STRUCTURES (MSI) INC.’S SETTLEMENT OFFER

VERDUN, February 16, 2009 Further to Metropolitan Structures (MSI) Inc.’s settlement offer distributed last Friday to tenants who refused their 2009 rent increase (leases due to renew between April 2nd, 2009 and April 1st, 2010), the Nuns’ Island Tenants Association (NITA) recommends that tenants of gas-heated dwellings (i.e. 90% of MSI dwellings) accept the landlord’s offer to renew at 1.85%.

MSI has made available, to NITA and interested tenants, the revenues and expenses that would be considered by the Régie du logement in fixing this year’s rent increases. This enables tenants to make an enlightened decision, and NITA thanks MSI for its cooperation by making these figures known during the negotiation period.

Though NITA has not examined the supporting documents, our recommendation reflects our prior estimates. NITA uses a consistent and conservative methodology in estimating the landlord’s expenses, and also relies on publicly available information (including municipal and school taxes, as well as expenses declared by MSI in prior-year “Fixing of rent” hearings). Consequently, we can reasonably ascertain the exactness of MSI’s figures.

In light of the 2009 adjustment rates and the information provided by MSI, NITA expects that the Régie will grant MSI increases, before taking into account major repairs (this amount will vary by building), within the following ranges:

    2.0% to 2.1%, for gas-heated dwellings;
    1.1% to 1.2% for electric-heated dwellings; and
    0.9% to 1.0% for dwellings where heating is not included.
