The more imporatant in the early development of the computer industry is federal government spending because it was something new and developed, but they didn't know how well it would do in the future. The government was worried on lending so much money and there would be no profit or value to this machine. They didn't know how well it would do, or how much knowledge it would gain for someone's use.
